On December 12, 2025, the first domestic group standard "Technical Specification for Handling Motor Vehicle Fuel Refueling Accidents" (T/CAMRA 031-2025) was officially released in Beijing. Led by China National Petroleum Corporation Exclusive Property Insurance Co., Ltd., this standard was jointly formulated with units including China Automotive Maintenance and Repair Trade Association and Jingyou Technology, filling the gap in technical specifications for emergency handling of vehicle fuel refueling accidents in China.
As the first special technical standard formulated for motor vehicle fuel refueling accidents in China, the "Specification" clarifies the definition, classification, handling procedures and core technical requirements of fuel refueling accidents, and is applicable to post-accident handling operations for fuel and hybrid electric vehicles.
For a long time, misfueling accidents at gas stations have occurred from time to time. However, due to the lack of unified standards, the industry has long been plagued by pain points such as difficulty in liability determination, inconsistent maintenance standards, and frequent insurance claim disputes. To solve this problem, the standard drafting team went through multiple rounds of research, demonstration and opinion solicitation, and established a full-process standardized guide covering accident definition, handling principles and maintenance operation key points.
The "Specification" classifies fuel refueling accidents into two categories: refueling with wrong-grade fuel (e.g., mistakenly adding 92-octane gasoline instead of 95-octane) and refueling with wrong-type fuel (e.g., mistakenly adding diesel to a gasoline vehicle). It also formulates a graded handling process based on whether the vehicle engine has been started:
● Wrong-grade fuel added without engine start: Drain the wrong fuel completely and pass the inspection
● Wrong-grade fuel added with engine started: Drain fuel completely + clean engine and accessories
● Wrong-type fuel added without engine start: Drain fuel completely + clean fuel tank and pump
● Wrong-type fuel added with engine started: Full-system cleaning (fuel tank, pump, oil circuit, engine, etc.)

At the press conference, representatives including Di Yanbin, Secretary-General of China Automotive Maintenance and Repair Trade Association, Chen Peng, General Manager of China National Petroleum Corporation Exclusive Property Insurance Co., Ltd., and Feng Yancheng, President of Jingyou Technology, attended the event, witnessing this important moment together with more than 50 industry leaders and experts. Attending guests stated that this specification is a key measure for the insurance industry to promote "risk reduction management" and enhance the intrinsic safety level of oil and gas retail enterprises.
As a core participating unit, Jingyou Technology deeply participated in the standard formulation work, relying on its technological accumulation and industry experience in insurance technology and automotive aftermarket sectors to provide professional support for the technical implementation and scenario adaptation of the specification.
The standard was officially announced and issued by China Automotive Maintenance and Repair Trade Association on December 5, 2025, and will be fully implemented starting from January 1, 2026. Its release will provide a unified operational basis for gas stations, maintenance enterprises and insurance companies nationwide, effectively reducing safety hazards and liability disputes, and promoting the standardized and high-quality development of the automotive aftermarket and insurance industry.
